What Is PubliJournal?
A journal management system installed on your own server that brings a journal's whole workflow, from submission to publication and from archive to indexing, into one place.
Six Stages of a Manuscript
The stages run in order. Editors see the list in this sequence; authors follow their own manuscript's progress from their own panel in real time.
Initial Check
The manuscript arrives and the editor checks it for formal compliance. If something is missing the author is asked to fix it; if it is out of scope the process ends here.
Peer Review
A section editor is assigned and invitations go out. Those who accept get a deadline and a review form. Under blind review the file is anonymised and neither side sees the other.
Revision
Reports are collected and the author is asked to revise. The revision can go back to the same reviewer or straight to a decision. Every round is recorded.
Decision and Publication
The editor decides and an accepted manuscript joins the publication queue. Where two reviewers disagree, a third can be appointed.
Typesetting and Pre-press
The manuscript text is edited in the panel, its PDF is produced with the chosen layout template and sent to the author for proofreading. Once corrections are applied the manuscript is placed in a volume and issue.
Identifiers and Indexing
The DOI is registered, the compliance check flags any remaining metadata gaps, and the archive becomes ready for harvesting.
Publish in Issues, or Without Waiting for One
Not every journal works to the same rhythm. Both models are supported; the model is chosen at installation and can be changed later.
An article joins an issue, the issue is published
The classic model. An accepted manuscript is assigned to an issue and goes live when that issue is complete.
- Page numbering
- Continuous within a volume: the second issue starts where the first ended. The next value is suggested, never forced.
- Early view
- You can publish an article before its issue is full. It appears as early view and settles into the issue once that is closed.
- Supplements and special issues
- Numbered separately so they do not disturb the pagination of regular issues.
An article is published when it is ready
The manuscript reaches readers the day it is accepted, without waiting for an issue. It joins the open issue, which closes on its own at year end.
- Article numbers instead of pages
- An article number replaces the page range, and the citation line is generated accordingly.
- Speed to publication
- The wait between acceptance and publication disappears. For authors this is the most visible difference.
- Archive structure
- Articles are still gathered under volumes and issues, so the archive stays orderly and indexes harvest it as before.
The Technical Side of Index Compliance Is Not Left to You
Most of what DOAJ, national indexes and abstracting services ask for is structural rather than scholarly: metadata fields, site architecture, a documented and datable review process. That is software work, and it is where applications usually fail. The system takes that part on and puts the rest in front of you.

Handled by the system
Comes with the installation.
- An independent journal website carrying the masthead data indexes ask for: full title, title in other languages, abbreviation, ISSN, address, language, frequency, publisher, boards, contact
- Title, abstract and keywords in the article language and in English
- Articles classified by type and shown as such in the table of contents
- Submission and acceptance dates on the article page, automatic because the workflow is recorded
- Author affiliation, contact and ORCID, with real identifier validation
- Research and publication ethics, author contribution, conflict of interest, support and funding, AI use and acknowledgements: separate fields with a completeness check, printed under the same headings on the article page and in the PDF
- Ethics committee statement: committee, date, decision number and document when approval was obtained; a standard sentence when it is not required. The submission cannot be completed until the question is answered
- Continuous pagination within a volume; separate numbering for supplements
- A complete peer review record: reports, reviewer identities, affiliations, dates, revision rounds
- At least two reviewers, with a third when they disagree
- Different-institution and conflict checks at assignment
- Citation line plus APA / MLA / Chicago / Harvard strings
- OAI-PMH 2.0 endpoint and DOAJ article XML export
The system prompts, you write
Structure ready, content yours.
- Nine policy pages: aims and scope, author guidelines, ethics, peer review process, open access and copyright, fees, archiving, editorial board, plagiarism. Pages exist and missing ones are flagged; you write the text
- Separate ethics sections for authors, reviewers and editors
- Section and language editors: roles exist, you appoint the people
- Editorial and advisory boards: the page is ready, the board is yours
- ISSN registration: obtained from your national centre; the system records and validates it
- Uploads to an index's own portal: files are produced here, the upload is done by the editor
- Plagiarism software: a similarity report is a required file; you choose the tool
Entirely yours
Where software should not interfere.
- Publishing on schedule, at the frequency you announce
- Competence of editors and board members
- Scholarly depth of referee reports
- Quality of articles and authors, institutional diversity
- Share of original research articles
- Language, copy-editing and typesetting standards
- The application itself and the correspondence around it
